Abstract

The text examines the evolution and transformation of community cultural policies in Latin America, focusing on Brazil’s Cultura Viva Program and its international expansion through IberCultura Viva. It discusses the conceptual foundations of community culture, Buen Vivir (Good Living), and territorialities, emphasizing the role of communities in cultural management, decentralization, diversity, and social participation. Drawing on thinkers such as Milton Santos, Michel de Certeau, Henri Lefebvre and Nancy Fraser, the text explores the interrelations between culture, citizenship, and social justice. It highlights how these policies function as strategies of resistance and social transformation against cultural homogenization, promoting culture as a fundamental right and a common good.
